Timotheus, it's a couple of different Photoshop brushes. One's a standard-issue tweaked a little bit. The shader is something someone else here created, from what I know not. Lots of fooling around with settings involved, I know that much!

Sure thing, Timotheus-wish I could be more descriptive. there's endless permutations possible with the PS brushes that are standard...experimenting with them to try one effect or another is pretty fun.
